Why the Governed Receipt verifier and registry are neutral infrastructure. Verdicts are open math anyone can re-run; LockedIn Labs cannot make a failing receipt pass or a passing one fail without breaking the published, independently-runnable conformance vectors. The registry is append-only and signature-gated, and being listed is not an endorsement. Plus an open slot for an independent attestor.
